• State and Federal processes (NCCP/SAMP) define nature reserves and development areas.
  
  
• Expanded County process defines what occurs within the development areas identified by NCCP/SAMP.
  
  
• Processes at both levels have active, informed public participation.
  
  
• Our process and public discussion will be respectful, objective and trustworthy.
  
  
• Orange County will ultimately have a project where:
  
  
  
  • Nature reserve functions as intended.
    
    
  • Wetlands are enhanced and preserved.
    
    
  • Land use reflects sound planning principles.
    
    
  • Diverse opportunities are provided for residents and their children.
