The Subdivision and
Grading Services Department provides services for processing and
recording subdivision maps and for grading property in the
unincorporated area of Orange County.
The Grading Section
reviews grading plans and soils/geology reports for earthwork
construction; inspects earthwork construction for conformance to
Code and the approved plans; compiles geological data; performs
hydrology, hydraulics, soil and geological studies related to
grading plans; and recommends mitigations/conditions of approval for
EIR’s, subdivisions and planning applications.
The Tentative Map
Section processes projects under the State Subdivision Map Act and
the Orange County Subdivision Code and prepares the standard
conditions of approval manual. This group’s services and projects
include Tentative Tract Maps, Tentative Parcel Maps, Lot Line
Adjustments, and Certificates of Compliance.
The Tract Section
provides subdivision street and landscape improvement plan checking
services; verifies subdivider’s compliance with tract and parcel
map Conditions of Approval; prepares tract improvement agreements
and security; administers tract and parcel map recordation requests
to the Board of Supervisors; and reviews street encroachment
permits.
The Traffic Review
Section comments and proposes conditions of approval for the traffic
impacts of development proposals for subdivisions and planning
applications. This group reviews grading and street improvement
plans and road encroachment permits for traffic related design
features, and prepares Traffic Indices used in pavement design. This
group critiques traffic studies prepared for EIR’s, development
proposals and highway master plan revisions.
OCFCD/NPDES Section
recommends OCFCD and water quality related Conditions of Approval
for tracts, parcel maps and planning permits to the Subdivision
Committee and Planning Commission; administers the County Master
Plan of Drainage; issues flood hazard and water surface elevation
reports; administers and plan checks developer funded flood control
construction for OCFCD; and reviews and approves Water Quality
Management Plans for private development to ensure the
implementation of the Best Management Practices required by the
County’s NPDES permits. |
