MISSION
The EPPSD staff strives to provide a wide
range of planning products and services for unincorporated Orange County.
Included are documentation pursuant to the California Environmental
Quality Act, the County’s General Plan, development agreements, data
sets and technical analyses primarily in the areas of transportation
modeling, demographics and air quality. Our efforts involve providing
support to County offices and partnering with other entities, both public
and private.
Environmental & Project Planning
Services consists of four sections: Advance Planning, Environmental
Planning, Public Projects, and Transportation Planning. The following
describes the services provided by each section.

Advance
Planning

- Maintains the Orange County General Plan
- Updates and maintains Orange County
Housing Element
- Prepares and analyzes the County’s
demographic projections
- Maintains the County’s Williamson Act
(agricultural preserve) contracts
- Key staff support of Census 2000 related
programs
- Supports CEO and LAFCO on County’s
external restructuring (annexations & incorporations)
Environmental
Planning

- Responsible for County of Orange
compliance with, and implementation of the California Environmental
Quality Act (CEQA) Statues and Guidelines
- Prepares and processes environmental
impact reports, negative declarations, initial studies, categorical
exemptions and other CEQA related documentation for private projects
- Functions as County’s control center
for coordination and preparation of comments and responses regarding
environmental issues
- Interfaces between County departments
and applicants on environmental issues for private projects
- Reviews all private project
environmental impact reports and coordinates applicant’s interface
with the public, including noticing, holding meetings, and
distributing documentation
- Provides technical support for
environmental issues for PDSD
Public
Projects

- Processes environmental (CEQA) requests
for public projects initiated by the County
- Coordinates and provides review comments
for environmental documents furnished to the County by outside public
agencies (i.e., cities, State offices, public utility districts, etc.)
- Acts as a liaison to the California
State Coastal Commission on project and planning requirements within
the unincorporated Orange County coastal zone
- Provides staff support to the Orange
County Development Agency for planning and redevelopment activities
within Santa Ana Heights
- Provides technical site planning and
engineering support to the department for special project analysis
Transportation
Planning

- Provides transportation planning
services including MPAH amendments and development review
- Prepares traffic forecasts and analyses
- Prepares air quality project analyses
- Administers AB 2766 funds
