Board, CEO Successfully Launch
Countywide Strategic Focus Process
Consistent with the goals set by Chairman Bill Campbell and the Board of Supervisors for 2006, the County this week launched a Countywide Strategic Focus Process with a workshop at the City of Santa Ana Police Department Community Center and which was attended by the entire Board, Agency and Department Heads, Steering Committee members and a committee consisting of 19 graduates of the County’s Leadership Academy. The kick-off workshop was led by Dr. Eric Allenbaugh of Allenbaugh Associates, Inc. During the afternoon, Dr. Allenbaugh trained the Leadership Academy and Steering Committee members to conduct upcoming interviews of identified external public and private “stakeholders” of the County’s services. The interviews will be conducted during the summer and the valuable input will be shared with the Board of Supervisors and County management at two workshops to be held on October 12 and 13.
I want to personally thank the Steering Committee members and the Leadership Academy graduates for their leadership and support of this kick-off effort. It simply would not have been as successful without their assistance.
The Board and I were greatly impressed by the enthusiasm demonstrated by all participants. It is certainly a strong sign of the sincere desire by our County family to strive for the best in terms of human interaction and productivity. I am confident that each of you shares the Board's and my desire to help shape a new strategic focus for leading the County into the future.
Also at Board direction, CEO and Probation Department staffs have selected a consultant, Kevin Baum, to facilitate the preparation of a "Balanced Scorecard" for the Probation Department. The Balanced Scorecard is a management and measurement tool that allows an organization to go from vision into planning and measurable results. We expect to complete the effort by October, just prior to the two-day workshops.
In addition, the County has selected a consulting firm to distribute and analyze the results of a Countywide employee survey to be distributed in July. The Board and I will be seeking your views about the County and ways we can make it better. The responses will be confidential and will provide valuable input to the Countywide Strategic Focus effort. The consultant will prepare a summary of the survey findings which will be posted on the County Intranet. We will also make full effort to accomplish many of your recommendations.
